I see Numismatic News every month lists what has been produced of them month by month. Does this mean that at some point during the month people are able to order them if only for a short time? Do I need to watch the site like a hawk to know when to buy?

Hey StupidCoinGuy - THat is a funny name. The US mint has only released the bullion version of the ASE. The numbers you see are for those coins. The mint has delayed releasing the proof versions of the ASE and have kept it up in the air whether or not they will be producing the W ASEs this year. THe W ASEs are collector grade uncirculated versions where as the ones currently available do not have a mintmark and are considered "bullion".

And yes, I would keep a close eye here as you will find out pretty quickly when things are happening.
