Would this bother you? 2006 silver quarters proof set

    He's now telling me that he'll only issue a refund if I file an "item not as received" complaint (or something like that) through PayPal, and I have to send the quarters back first, and he's not able to provide a refund unless I do all that first.

    I didn't think that was correct. Can't you just send anybody money on PayPal at any time?

    Then do it! What do you have to lose by doing that? He at least has his reputation as a seller.

    The guy's just such a slimeball that I think he'll tell me he never got the quarters or something and it will balloon into a bigger issue. Plus part of it is the principal of it all. I mean, did he send me the quarters before he paid for them? No. So why should I send them back without him paying for them?

    But anyways, I filed the PayPal dispute and immediately escalated it to a claim. We'll see what happens.

    So you write back and say, "Well if that's true, why do the RED sets say United States 50 State Quarters Silver Proof sets?"

    Sure you can, but he didn't say that was what the rules say you have to do it, he said that was the only way HE would do it. And it IS normal procedure not to refund until after the return of the goods. So save his emails, file the claim and send the set back. MAKE SURE you do so with a delivery confirmation! If you don't he may try to deny that they arrived and without the delivery confirmation Paypal will find against you. On the other hand, what he will probably claim when the dispute is filed is that he sent you a silver set and you returned a clad one. (Keep a picture of the blue set with the identifying crack. That will show what you returned combined with his email claiming that the BLUE sets are silver, and you can ask in the dispute why he is changing his story now and claiming the blue sets aren't silver?

    i think you have to file a claim as item not as described anyway in order to get the ball rolling. He might not be a slimeball, but just wants to see the process run through the way its supposed to be done.

    In this case, you are right in wanting a refund. But how many other times has this particular seller been scammed? I dont know, but i know sellers oN Ebay get scammed all the time.

    If the item you recieved is not as described, use the paypal system and work it through. It sounds like he just wants to make sure he gets his product back as well. If you send the item back insured and with delivery confirmation, trackign and whatever else you think you might need to ensure he does get it, then i doubt he could lie and say he didnt.

    Also, i dont think he will refund shipping. i also dont think he will cover your shipping the item back. if he does great, but its unlikely.
