Hopefully someone at Treasury will have an answer to the Trade Dollar is or is not legal tender question. However, they may not. The passage of time often blurs away original intent. Witness when the government reactivated the New Jersey battleship in the 1980s; no one had a clue how to operate the ship. They had to go dig up the WWII/Korea oldtimers to show them how that ship's technology worked! So we will see if that might be the case here; the passage of time may just have made the issue irrelevant.
Thank you Doug! That answers the question of legal tender status I believe. But I am still wondering if the Treasury operates an outlet somewhere where the 'average' guy can go to exchange small amounts of coin or currency. I would find this a fascinating place to visit!
If you ever get to Washington DC, visit the BEP. That is quite a great place. I believe they also accept an exchange there. I know the 12 fed banks do.
