Sorry, maybe I'm blind, but that doesn't look like the same coin at all. E.g. the kind of cross-hatched leaf at the bottom of the reverse (or at least 2nd side) of the queried coin does not appear on the numista example. Am I missing something here?
It's not my area, but the leaf and toothed boarder make me think that Afghanistan is correct. Looks similar to the KM-223.x coinage.
