I was searching through the COINS category of ebay and found this auction. I think it is some sort of scam. Is this kind of stuff against ebay rules?

This seller also sells coins, but I would be afraid to bid on anything of his.

I am new to ebay and cannot figure out how to report an auction to ebay officials. If anyone here thinks this should be reported, please let me know how to do it and I will.

Here is the eBay "bad listing" report form.

    https://signin.ebay.com/ws/eBayISAP...t&rdir=0&pp=pass&co_partnerid=2&pageType=1655

This will bring you to a "sign in" screen (unless you are already signed in) and then you will be brought to the report form. Just fill it out and submit.

or you can use this link if you want to have an area in which to describe the violation.

    http://cgi1.ebay.com/aw-cgi/eBayISA...h5=default&bh6=default&history=default&rdir=0

or finally this link if you want to see the entire "tree" of topics that can be chosen from when reporting a bad listing.

As far as I can tell, it's a "finders Fee" set up...

You find them customers to buy there items ( they have two pages of "buy it now" auctions going on now ) they kick back $10.00 to you...

PayPal started this way four or five years ago, for every one of my customers on Ebay I got to sign up for a PayPal Account I received a $10.00 kick back and so did the customer. Great deal for everyone I got $10.00, the customer got $10.00 and there were on fees on transactions at all. Ebay was beside them self's once it took off and band all PayPal links on any auctions but it was to late to stop the landslide so they purchased the company and now PayPal is a Ebay Company and charges a 3% fee for the service...

Keep in mind it was a win/win situation for the seller & customer and PayPal had some big money behind them to bank roll the deal. This dose not appear to be such a good deal as you have to pay $25.00 to have the privilege to promote there products to your friends & family, personally I would not get involved but it's perfectly legal as far as I know as long as they pay the finders fee...

Do you mean... "Ponzi Scheme" ie. "Pyramid Scheme"...?

If so, no they are not legal but I fail to see the Pyramid in this Scheme...

    Please enlighten me...

This is borderline at best... and is likely illegal, but is certainly a scam. The reality is, if money is paid for multi-level marketing, and no product or service is delivered, but more money is produced upon getting more 'referals' you have to ask yourself where the value is for anyone? If the value only exists as long as people sign up further down the pyramid... because no product or service (outside of the service of giving you money) exists, then it is a pyramid scheme.
Stay away from these activities... they take your money, and have you ask 100 people you know to give up their money... and so on, until eventually someone is left holding the bag.
If it sounds to good to be true... it is!
