Toned? Or just dirty?

    Got this with a bunch of others at melt cost. Was just wondering if this is considered toned or just dirty?

    Not sure - but doesn't look good.:(
    Try soaking in mineral oil for a month,
    hopefully be better then

    It might be dithering for the image - mercs sometimes take weird photos because of their size.
