It's referring to cleaning/washing the notes to make them look better. I could have said Note Doctoring but it didn't have the same ring to it. Ribbit
How do you ask a question in ebay so that it appears in the listing? I want to ask why they break out notes and doctor them up and sell to unsuspecting buyers. Think that would get me NARU'd?

when you ask the seller, it is the seller who decides to post the Q&A in the auction. When i last sold items, i think there was a button to click when answerting the Q if you wanted it included in the auction listing.
I try to be realistic and just ignore the superlative language and claims on the grade and just look at the pictures. They're often messed with to brighten it up, but they're still a pretty fair way to determine the condition. Use that to figure out what it'd be worth paying. When buying from eBay, you have to adjust your expectations a little to keep from overpaying or getting outright ripped off. But if you're careful, you can still get decent stuff from eBay and it's a great source of notes if your local coin stores' supplies of such are limited, as mine are (especially on non-US notes).
