I suspect the picture is not representative of what it looks like in hand. It's hard to say but it looks like mint set tarnish on it along with a scratch. I'd grade it AU-58 with a scratch. It could well be polished making it just junk.
Would rather that they tell you that it's a unique quality Gem branch mint Proof so that you could embarrass yourself at the coin store? Sometimes the truth hurts. If it has not been polished, it's an AU-50 at best.
