Anyone know anything about this coin?

I picked it up in a large collection I purchased and know nothing about it or even that it existed. I don't have a normal one to compare it to, but it was listed as inverted mint mark on the 2x2 and NGC agreed when I submitted it.

Anyone ever seen this variety before? Mintage? Value? Anything?

KM 180a 14,040,000 mintage 4.92g copper-nickel-zinc 19mm $2.50 in BU-09 standard cat of world coins. I have no idea on the inverted MM, it's not listed.
