yes and no. By that I mean if the substances that are removed is a form of dirt that would be noticable if removed, most TPGS's would say cleaned. If only glues, tapes, etc. and none of the normal age notifications were still there, would probably not be considered cleaned. This is rather an ambiguous statement though. I've known dealers that have taken coins noted by PCGS as cleaned, broken out of the slab, sent to another TPGS and comes back graded and no mention of cleaning. I had a 95 Double Die Cent in MS grade with a giant finger print on the obverse. Got if for practically nothing due to that. Soaking in Acetone did nothing. Soaking in Jewelry cleaner from Walmart removed the fingerprint completely. Since already MS it is really difficult to determine if there was any cleaning done. On an older coin it would have been very noticable. Really a difficult question and many different answers possible. If not to costly this would be almost fun to test grading services.
