Is this S/S or just a die chip?

While in Fort Worth this weekend, a dealer looked at this coin and thought it was a S/S. At the time, I thought that I saw what he was talking about. Now that I am back to my usual cave, I am missing it. Any ideas/opinions welcomed especially if you know the attribution.

BTW, the coin is not blue. That is just the lighting (LED) I used to get to the date. And it is NGC 67 RED.
