I BELIEVE IT IS FROM THE MINT IT LOOKS LIKE POSSIBLE DIE BREAK ,I'M NOT EXPERT BUT STORNG POSSIBILITY
The coin WAS struck at the US Mint....originally It's been stained/enviornmentaly damaged on both sides....after it was in circulation. There is no die crack on that coin. I'll be glad to repeat this one more time if you'd like
