This is a 1992 D dime that has some interesting horizontal marks between the leaves and the torch on the right side. I'm wondering if it is a die clash. Any thoughts on this?

The corresponding area on the obverse die is Roosevelt's neck. This area is raised on the coin and incuse on the die. So that area of the obverse die could not have left clash marks on the reverse die.

I think the lines are either die polish marks or scratches.

    Wait, wait, wait!!

Don't take my word for it. I would wait for other opinions before spending it.

Not to worry... I keep all my "foreign" coins.

Don't take my word for it either, but it does look like a polish line to me also. I don't think it's a die gouge they tend to be more of an accidental thing that happens at the mint, like dropping something onto the die.

Don't take my word for it either i think there die gouges. They look more firm and raised then polished lines I think you should wait for others to respond

Well I thought it was a gouge then and this is probably a gouge as well, it's just a little on the small side. I just read too much about things and always second guess myself.
