If I understand what you're asking... No, that's how many they have in that particular lot of coins. They seldom sell individual coins... only in lots.
At least this is a legitimate government auction, not one of those phony "seized property" auctions that have no connection with the government. The problem with those auctions is that they are advertised in a manner that attracts a lot of people who don't generally participate in auction buying, and are very susceptible to "auction fever". They go there looking for bargains, and then get carried away. Some years ago I saw a cheap black & white TV of a type that could be bought for under $100 at any TV store sell for $150 at a U.S. Customs auction. The kicker is that it had been confiscated from a person who had been traveling in Europe, and probably wasn't even compatible with U.S. broadcast standards.
