Agree with @bsshog40 . Your coin is not a capped die. Just PMD Here is a struck through die cap cent:
Not in the drum with the clothes, between the rotating inner drum and stationary outer drum. Happens a lot in commercial dryers. The coin is constantantly tumbling and hitting things, which causes it to suffer lots of hits, wear down the design, and make the rims wider, and OD smaller.
