Beside the Xtra material in this quarters. It's a double "R"? These are from my 100 coins bag from the mint. Then post mint damage. almost impossible.
The IN, D, and W show "extra material" because the die has chipped in those areas and not all of the field of the die is present to form the letters properly. The metal of the planchet has flowed into the voids in the die caused by the chips. The pictured coin also appears to have a fairly heavy die crack along the bottom edge of the bust.
I can't see anything on the R in the pictures, but if their is doubling there it is almost certainly machine doubling.
