Looks like a true doubled die, but the previous poster is right, we need photos of both sides of the entire coin to reach a verdict.
As Sal said that is a form of Die deterioration. the coin looks also like the dies were abraded possibly from a die clash. There is also what is called die abrasion doubling from a heavy die polishing. Both of these forms of worthless doubling can look the same.

A cud occurs at the edge or rim of the coin, not internally. It might be a IDB (Interior Die Break) or a clash of some sort.
