That was my first initial thought as well however looking at it closer it's raised the part in front of his forehead isn't supposed to be raised like as well as coming off the top of his head. If it were post mint damage then and two coins clink together it would have a reverse impression it would be good to the end not raised correct? And I do apologize for the pixelated pictures but until I get my camera back this is all I can do.
Way.. No way It's not a muled coin. Your cent is a normal copper plated zinc cent. No such thing as a 1984 small date. Just a stain. If you want to prove us wrong then send it to a TPG to have it attributed. But you will not receive the answer you are looking for from any of us.

It's damaged by several different means. It's just a spender. And it's zinc with a thin copper coating.
Damage, corrosion, some kind of goop on the coin. There is no explanation that works for that to have happened at the mint.
