    It's an in-collar, first-strike brockage of the obverse design on the reverse face. A nickel remained behind in the striking chamber and another planchet was fed in on top of it. The two were struck together in the same collar. These are extremely rare in nickels.

    I think the guy never expects to get it, he's either showing off or hoping to get off ebay offers so he doesn't have to pay the fees.

    Dealt with him once before. Drove an hour to his shop. Didn't stay long, not my type of dealer.

    Wouldn't that cause the reverse to be imprinted (force into the metal) that appears to be raised. Ice

    Yes it would be incuse, and it is on the coin in question. The fact that it appears raised is an optical illusion.
