    My guess is that this is a vise job, and probably some type of adhesive on the obverse to do it.

    Here is some glue that I removed from coins stuck to advertising mailers. It looks similar to what we are seeing here.

    Your Dime has adhesive on it. There once was another coin stuck to it that left an imprint. That is no kind of mint error at all. Worth? 10 Cents.

    @Daniel Buresh - If you look closely, you can see "UNUM" spelled backwards along the back of Roosevelt's neck. This is a positive indicator that the reverse of another coin was glued to the obverse of your coin. It's just damage worth 10c.
