Here is some glue that I removed from coins stuck to advertising mailers. It looks similar to what we are seeing here.

@Daniel Buresh - If you look closely, you can see "UNUM" spelled backwards along the back of Roosevelt's neck. This is a positive indicator that the reverse of another coin was glued to the obverse of your coin. It's just damage worth 10c.
