Yes.. It looks weird because it is a plating bubble.
Common issue on D mint mark cents.
Just damage. Not a mint error of any kind.

What about this Quarter? It’s 1965 I think it’s damage or it’s an error?

It's damaged but it's a plating blister. A plating bubble of you prefer.

Although the reverse pic is not definitive, the coin appears to have the normal initials, not the Reverse of ‘89...
