It's a Mexican 8 reales struck at the Guanajuato mint. The assayer's marks is the R.R. It weighs 27.07 grams and was struck in .9030 silver. They struck about 2.3 million of them that year - but that number includes 85/75 overdates. Value ranges from about $12 to $60. Almost forgot - I'd say the coin has been harshly cleaned.
