What I find interesting is from the holder it is in it was in the group of CC dollars that the GSA didn't consider to be "uncirculated". It is in a GSA Carson City Silver Dollar holder, not a GSA Carson City Uncirculated Silver Dollar holder. They obviously downgraded it for the toning.
83-CC is quite common in DMPL. Over 14% of the PCGS population of MS 83-CC grade PL or DMPL, with half of those DMPL. The percentages are almost identical for 84-CC, and just a hair under 14% for 82-CC. This is one of the highest percentages of the entire Morgan series.
