In reading the eBay link on managed payments, I see that they're also going to be charging us fees on the sales tax as well. I pray that USA Coin Book is the big winner in all of this!
I've said in here that I will not go to Managed Payments. The Reason: I will not give eBay any more info about my account than they already have. So, I'll modify my original standing. I will go to Managed Payments ONLY if I don't have to give any more personal information. I know where I can list philatelic items. Don't know yet where I'll be able to list numismatic material.
FWIW, the excluded list seems to me to have a high correlation to items which cannot be insured if sent through the US mail. Coincidence, or a connection?

Just listed a coin for kicks. No problem. Just as it has been for years, as far as I can see. And I never "opted out" of anything. If they really won't let you close your account, and then open a new one, then I suggest maybe opening a new account in the name of your wife, kid, or dog, and proceed that way. Yeah, I remember getting email like that a very long time ago, but not recently, and not with any sort of incentive. I figured I'd wait as long as I could to see how they were going to fix the forbidden-items issue. What I've seen so far, including your story, doesn't really fill me with confidence. They've had this gun pointed at their foot for a long time, and I'm starting to think they really will pull the trigger without shifting their aim.

Not everybody has gotten the "join or die" email. I sell only a few items per year, and I've heard nothing recently. When I do sell, it's usually coins, so I may have activated some automated "don't touch" feature of their process.
