I think it's been totally Manipulated . I say PMD or Post mint Damage . Someones attempt at making art.

 

Agree that this is post mint damage.

Sure didn't come from the Mint looking like that. The only one that knows exactly how all that damage was done is the person that did it.

 

Could it be some sort of adhesive? Have you tried soaking it in pure acetone to see if it dissolves?

That is not any kind of mint error.
That poor Cent was altered post mint.

 

As I believe @paddyman98 has mentioned in a previous post, the staff within the mint have too much respect and pride to allow a coin like that from leaving... I cannot imagine any process in the minting of a coin where this coin would be created...
