Yes we do, but if they tack this onto another bill they'll get the coin collectors in congress to go along with whatever else is in store. Sad, but this is usually what really happens most times!
True, but the designs haven't been picked and the coins haven't been struck. All it would take is an amendment to a bill, that's how we got the Territory quarters and IGWT moved to the obv of the President dollar. Time is of the essence though because so the bill would have to be submitted and passed pretty quickly.
