Maybe it's actually made of gold! Just kidding.. They have some Copper plated Zinc Cents that have a Brassy color to them. It looks like brass to me.
1982 was a transition year where there was both copper 3.11, early in the year and zincolns 2.5 later in the year produced
About the colour; brass is an alloy of copper and zinc. When coins are plated, some zinc goes (dissolves) into the copper plating solution. With the time more zinc gets into the copper, making brass and turning it more yellow. When the plating is too contaminated with zinc and the colour is too far from what it should be, it gets replaced with a new copper solution.

It looks like a copper cent. Does it weigh 3.1 grams? It appears to be coated or plated to me by the photos. I find coins coated in paint, nail polish, or were some kind of school experiment. If it’s just paint or polish an acetone bath would remove it.

Nail polish remover is not pure acetone, it has added elements in the mix, but on that cent I guess it doesn't matter
