Also, that is an America The Beautiful (ATB) series coin, specifically: Harpers Ferry/West Virginia. When you suspect doubling, go to John Wexler’s site doubleddie.com or Variety Vista/CONECA. These 2 sites will more than likely have a listing for what you find. You just match what you find to an exact match. If it doesn’t match exactly, it probably isn’t doubled. That was my first thought, but it appears raised and doesn't go through the VIR[G]INIA. I would expect a scratch to scratch the "G", too.
