That is a scuff on the plastic, and a hard time getting to all the high points through the slab. The coin is well struck, it does though have some plating blisters. They definitely limited the grade, despite nice smooth luster in hand. @Lehigh96

Alright time to call it. This was graded by NGC. The plating blisters are there but you have to look for them. This one seems to be topped out at 68RD. I just don't see the luster in hand that I see present on coins graded 69. Still I am happy with it.
