2007 Idaho Mint Damage?

I ran across this Idaho with damage and was curious if this damage would have been caused during the minting process.

I've seen quite a few of those and most people associate the damage like that to coin wrapping machines. Usually if the damage is scored or "depressed" in the coin it is post mint damage. Usually when damage like that is raised above the surounding fields is it a problem with the die.
