While the semi-pl one appears to be a lower grade, I'm a sucker for that finish. And the strike is clearly better. In my opinion, Coin #2, hands down every time.
I picked #2 for similar reasons as @physics-fan3.14 plus #1 has a bunch of lines that distract me. #2 despite the schmutz on the A in States (hopefully that's on the holder).

No. 2 I think that finish is beautiful. First 1 has too many blemishes in the fields for me. However, even without them I would go for 2 because of the look
When it's blast white, I tend to prefer the look of a pl (or even semi-pl) coin. So I voted for the second coin. I'm guessing the first is MS 66+ (maybe even 67) and the second is MS 66
I'm not sure if I ever confirmed it, but I believe after the first 3 or 4 tags, the rest don't work (when it's in one post). I did not get notification for this thread (I opened it on my own).
I voted #1. I like the cleaner surfaces and the luster better. Number 2 has little nicks all over the surfaces that appear to be planchet flaws not fully struck out or something.
I'm not fond of the die polishing scratches of coin #1. #2 shows (what I call) planchet roughness in the high points, which I equate to less handling. So, #2 got my vote...
