Looks really off i(what I call pepply) to me. its a great strike so I think proof but something strange under the wreath as well maybe its just the photo. PR 61 I guess??

At first I could have sworn this was a Carr overstrike 1863.

Everyone seems to think that this is a Proof. If it is, I would not go too high up the ladder. The spot on the reverse between the two ribbons at the bottom of the wreath bothers me. I'd go PR-62.

 

Those rims really look sharp to me.
