The OP is referring to average uncirculated pieces of a given date/mintmark. The mintage happens to be high, but obtaining uncirculated pieces is tough. He is not referring to single, ultra-high-graded pieces.
Nothing I am aware of, excluding varieties, D/D's, etc., is rare as a general date. There are conditional rarities, however.
The 82 and 83 quarters are kinda pricey in uncirculated condition. I know because I bought them last year, as well as the 82 and 83 dimes. I think it is the 83P quarter which makes you gasp when you pay.
Rohumpy: You got it. Well, I agree, but it is a conditional rarity. Greysheet bid for a roll of uncirculated 1983-P quarters is $725. That's not the rarest thing around, but it's very surprising for a coin with a mintage of nearly 700 million!
