Sadly, these are NOT State Quarters. These are territories. When was the last time the 2 Senators from Guam, DC or Puerto Rico were interviewed on Meet the Press? Answer: NEVER as only STATES get representation in Congress. Thanks.
You are 100% correct. I don't know how it became part of the State Quarters program. Maybe congress wanted to deal with something more important. Who am I kidding, I think it was out of pure laziness!!! I'm sure the National Parks quarters (provided they go through) will just be another extension likewise.
