Paypals new rule

    Hey Vincent, dont feel bad, I thought the same thing the first time that I read it, I had to go back several times to make sure that my ole eyes weren't playing a trick on me....lol.:)

    Oh I dont think its a scam, there is nothing to profit from regarding the email. Just odd, particularly since they are holding my money hostage from the seller for 21 days? Wonder how much money that adds up to over the course of a day. The money HAS left my checking account. Again, I don't have any ill feelings with the seller regarding this, It will work out fine as soon as I get the product. Oh and I am far from being a rookie on ebay, I have been active for over 10 years out there both as a buyer and a seller using the same account.

    The problem with eBay and PayPal is they're constantly fixing things that "ain't broke"; some of the changes they've made defy logic.

    Shawn, I didnt take it that way at all, just wanted everyone to know that I wasnt a newbie to ebay or something like that. There was nothing you said that I could or would take offense at. Its all good my friend.I just wanted to see if anyone else is getting these emails now that ebay-paypal is using our money for 21 days interest free.

    I have always been an advocate of feedback. I believe the seller must deliver the goods as stated if not resolve the problem. If the problem has been resolved with no loss to me I would then leave natural feedback stating the problem was fixed. Never should any buyer feel pressured into leaving feedback first. This is how sellers (not all) take advantage of the system. As for the new rules on both ebay and paypal, I believe since they went public with their shares they have a responsibility to its clients to ensure they offer what they consider the best service (safest) to its clients weather you are a buyer or a seller. There have been too many scams on ebay where sellers have listed hundreds of items much to everyone’s demise when they found out a month later they ripped you off and are no longer involved "under the same user name" anymore. I help a friend develop websites and trust is the most important aspect when someone has goods or services for sale. ebay is now worldwide and there are a lot of street smart people out there just waiting to take advantage of anyone they can. This is just my opinion. You can’t hate the system when it’s trying to protect you from the beast.

    They added that "rule" awhile back but like many of their rules they often start enforcing or implementing them until they have officially been in effect for awhile. We will probably start seeing a lot more of those notices as apparently they are starting to implement the rule. One thing I find interesting is eBay tells new sellers not to ship until after payment clears to help protect themselves. So ebay says don't ship until you get paid, and Paypal says you won't get your money until after you've shipped.

    The Payment can be cleared and paypal is holding it, satisfying both requests and essentially putting ebay in the middle brokering both sides of the deal.

    Paypal and Ebay are doing something right. Their system works for millions of random transactions a day on a business model that is essentially the equivalent of some guy stopping you in Times Square and saying..."pfsst - Hey You! You want to buy a watch?"

    Geez that sort of defeats the purpose of fedback doesn't it? If you have to leave it before you recieve the item...

    No, they are not asking for feedback before the item arrives, just making sure that it gets left when it does arrive. Makes PERFECT sense now more than ever to send with delivery confirmation doesn't it. Nothing leaves here without it.

    I wonder what Paypal will do for those who use it for sales outside of eBay; that is, things that are never listed on eBay and have nothing to do with eBay.

    I can hear the stampede away from eBay continuing. Wait until some PowerSellers have this happen to them.

    Along with the new Policy that Sellers must receive payments through PayPal and now this, I see a Class Action Suit in the future! eBay not only gets us with Listing fees, Final Bid Price Fees, the Listing Fee & Reserve Price Fee if the item does not sell and since they own PayPal, they get Fees for the transfer of the payment and now they won't credit the payment to our' Account until we have received Feedback. Enough is Enough!!!! Heck, some Buyers on eBay never file Feedback, positive or negative for any transactions so a Seller could wait until Hell freezes over before getting a payment. Some may see this is a way to protect Buyers but I see it as another way to hold onto our' money and use it the way that Banks, Credit Unions and other Lending Institutions do, make money on it by lending it out temporarily. Let's see here, they made the Policy that Sellers can't file negative Feedback against Buyers and now Sellers have to wait until the Buyers file Feedback before receiving their payment, so who is protecting the Seller in this, the Life Blood for eBay????!!!! I really think that it is time for the Federal Government to step in and take a few notches out of eBay's belt! That is what they did to AT&T years ago and somewhat did to Microsoft and should be done to any Corporation that monopolizes or pretty much monopolizes a market and they get to big for their' own britches!!!!!!!

    Some payments may be held in your account to ensure smooth transactions. PayPal will release the hold after 21 days without a buyer dispute, claim, chargeback or other action. The hold may be released earlier if either of the following occurs:
    Buyer leaves positive Feedback.
    3 days after PayPal confirms item delivery.

    Just noticed this when I listed something now that you mentioned it. Although I,ve never had a payment held.

    I know that you are just noting what could happen with a transaction, however there are many folks and especially myself that cannot wait 21 days to get paid for an item! There are many Sellers on eBay that rely on the money from sales to live off of (i.e. pay house payments, car payments, utility bills, phone bills, ISP Service bills, Insurance payments, put food on the table, etc., etc.). Many of these list many items one day a week, have them end the same day and ship items several days a week as payments come in. They do this week, after week, after week and if many of the payments for items that they sold, are held for 21 days, then they will be in dire straights. When I sell, I try to let my balance go up as far as I am able before transferring any funds to my Bank Account but there have been many times, when I have to transfer funds every few days, just to be able to pay the shipping costs to ship items out.

    Although eBay and PayPal have been able to institute a lot of Policies and Rules in the past that are not very well accepted, due to the backing of some of their' bigger, volume Sellers, I believe that this is one that is going to bite them in the A$&!!!!!!!!!!!!!!!!!!!!!!!!!!!!
