I'm diagnosing this based on the centered mint mark and the near (or very near) date. There's also very mild die cracks that indicate that this would be an early state of the VAM, if I'm seeing it correctly.

There are die cracks that run through the tips of both wings, and veer up sharply towards the edge as seen on the VAM-47: I also took pics of the arrows looking for doubling, which would have put this in the VAM-46 camp (maybe) but I see no sign of doubling on the arrow tips.
