Anything or Machine Doubling?

    I guess I have two questions with this one. 1. Is this a Doubled Die or is it Machine Doubling? It is a 1998P Quarter. 2. Is this photo any better then the ones I have been putting up? I am trying to find a way to place better photos up here on the coins I am looking at.

    I can't see the 'N' or the 'I' well enough to tell either way,(kind of blurry), I'm sure you can see that.

    Looks shelf like to me which indicates strike doubling.

    That is no doubt machine doubling
    a clear indication is the letter I see he way the letter looks split and shelf like the red marks will show you
