I believe these types (imitating Hermaios) are actually believed to have been struck by the early Yueh-chi, before they were confederated into the Kushan empire: https://www.google.com/amp/s/www.vc...osthumous_tetradrachm_choice/1237557/amp.aspx Tetradrachms from the area were mostly silver or at least billon until the middle of the first century BC; here's one that was struck closer to 80-60 BC
