It's like it's machine doubling, but not. The first few pics makes it look flat, but the bottom few images don't. Can't tell.
Even more strangeness is that I did a quick google for an 81 DDR and there's a post here on cointalk asking about this same coin, It was identified as machine doubling, BUT, I thought that due to the nature of how machine doubling happens, you can't get identical doubled coins. You could get a bunch of coins with machine doubling from the same loose dies but the doubling would be different and all over the place for each coin. Is this correct?
Did you check www.doubleddie.com www.variatyvista.com They have comprehensive lists of known doubled dies. Bookmark them BTW: As @paddyman98 said, no split serifs (notching), no doubled dies on your coin. doubleddie.com gives a good explanation
