OK, I didn't even know this existed at the start of my search over 10 years ago. Even though listed in Krause, confirmation was a bear and finding one even worse. I definitely would place an estimate of less than 50 struck. The Royal Mint took over proof operations from the Franklin Mint for many nations, including in Jamaica, in 1985. The first year there was an authorised mintage of 1,000 sets. No sets were issued for 1986, and then yearly sets were struck from 1987 through 2002 with each year having an authorised mintage of 500. The term "authorised" is important, because it is quite obvious that though the Royal Mint will not release actual net totals released that some years are much scarcer than others, and particular most of the years of 1996-1999 and of course 2002. The Bank of Jamaica STILL has sets for sale from the 1992 and 1993 years as evidently remainders from those years and possibly NO others were sent there to Kingston. So some years are so scarce as to be near non-existent including the 2002. The Royal Mint will not release net figures that went to commerce despited multiple efforts on my part and BoJ is unable to help at all. Anyway, here are the pictures of what otherwise is a very uninteresting set:
