Why is this quarter so shiny? Was it just made that way? It’s still in near perfect condition and I was thinking about having it graded

If this is a rim nick, IMO it would be enough to lower a very high grade. Also, your photos are too small to see if there are any tiny marks, scratches, tics, etc.

I saw that there was a prooflike version of the coin that’s what I was wondering about

Why would you want to waste so much money sending this off for grading? I don't think it would grade that high, and might not even straight grade.

I don't think it looks especially prooflike, based on these photos, but maybe it looks different in hand.

If you want to slab it, slab it, but that in my opinion would be a waste of money, since the slab would cost far in excess of what the coin itself is worth.

Oh, and what is that on there?

It's been plated probably with platinum. Very common to find them in circulation millions of sets were made by 3rd parties in gold or platinum plating to sell at a markup to people who think it's fancy. That's not original surfaces for clad or 90% silver. Picture of the edge of the coin please? Betting it's also silver colored with no copper showing.
