Appears to be a print through. Some piece of debris got on the bill as it was inked. Can you describe what is taking place. It appears that you are "lifting" that piece up. It is separate or attached at the lower end? How did you come about this note? In circulation?
Definitely an error note and would have a premium to collectors.

Looks like the area in question tore then folded upwards. The seal was printed on the fold.
    AMAZING!

This is a bill in a FB group. From what I see, the bill tore and folded up prior to printing. I wish I had the bill in hand

Cool note. Must have happened just before or during the overprint. The paper had an internal tear that folded over and received the overprint. The plate position is A2, which puts it midway down on the left side of the sheet.
This note is a series 1995 and printed in 1996. It was pulled from circulation nearly 24 years ago and hopefully is in a quality currency sleeve.

Awesome info. Thank you. The individual it belongs to would like to know a potential value if possible?

Very unusual error and would make a nice addition to anyone's error note collection. I only collect star errors, but I would but a value of perhaps $200 to $300 to the right collector. Thanks for sharing.

That's a great error that any one of us paper collectors would be proud to add to our collections. May I ask where you got it and how long have you had it?

It’s an unusual error. I would contact either Briana, Doris or Fred Bart at Executive Currency. Fred literally wrote the book on authenticating and evaluating Error notes. Tell’em Steve in Tampa sent you.
