Interesting. Looks like the raised rim was sheard off. Hard to tell if occurred during or after the minting proccess. I have similiar Cents with planchet issues.

Hard to say what caused that so I'd toss it aside and keep it until a further determination can be made.

At first glance I would say PMD, but it’s also hard to imagine how it would have happened. So I go with Undetermined Nice find in any case
Here is an example of a damaged cent blank planchet from my collection not the same as the OP's Cent but neat.

if the planchet was flawed wouldn't the flattened area pushing towards the inner part of the inside of the rim circle get pushed out when it hits the minting presses (see how it's jagged on the inside rim area that would be there) ? The reverse die would correct the inner arc ... so goes my flawed and sometimes irrational thinking. But I think PMD because of my lunacy.

The flattened rim coin is a damaged coin no matter where or when it happened. The other coin has had a glob of something dirty on it .
