It could be, or is similar to, an error that is called a "Mule Die Clash" I believe. I don't deal in Die Varieties, so I'm not that familiar with it, but I know there are other cents that have that 'look', but might be only die deterioration. I think, but I'm not 100% sure, that the OP's coin is the Mule Die Clash, but please have a die variety specialist confirm this.

Die deterioration and metal flow from the strike, The lettering is producing a "shadow effect" while the metal flows more between the letters. As the metal has flowed between the letters strike after strike, it has eroded the die surface slightly resulting in the raised areas between the letters as compared to above them..
i have a 2017 with the same markings. HAS ANYONE RESOLVED THE ERROR? I'M NOT SURE, OR MAYBE, SPECULATIONS DOSEN'T SOLVE THE ISSUE.
