Unless I missed it, it doesn't say anything about the Lincoln cents. I'm sure there will be special sets, right?

Nothing has been said yet about special sets.

One question regarding the Lincoln commemorative pennies - in MünzenRevue (a German coin magazine) I read that there will be two versions: one with the "normal" specifications of the current 1 cent coin (copper-plated zinc, weight 2.5 g), and one in copper (Cu 950, rest Sn+Zn) with a weight of more than 3 g like the 1909 penny. The second version would be for sets only.

I had read about such plans before, also here at CoinTalk. What I am not sure about however ... Is this just a plan, or has that decision actually been made?

The legislation gave the mint permission to create the cents using the original 1909 alloy composition for numismatic sets. The mint has not announced which if any sets they will put the copper cents in. They could put them in mint sets, proof sets, could come up with special Lincoln cent sets. It is all still up in the air. I would say the best bet is that they will use the copper alloy cents in the silver proof set. Whether or not they use them in any other set is any ones guess.

I love to search when it yields results! (Thank you, thank you.)

According to the Mint's website, Lincoln Commemorative Silver Dollars will be released on February 12, 2009:

    http://catalog.usmint.gov/webapp/wcs/stores/servlet/ProdschedView?storeId=10001&catalogId=10001

Also from the Mint's website, circulating 2009 cents will be of current "Zincoln" composition. Numismatic 2009 cents will be of the 1909 (95% copper) composition. These will be available in the Mint's annual products offerings, meaning Mint and Proof sets.

Finally, according to Public Law 109-145, Title III, Section 302(b)(1):

The 1-cent coins to which this section applies shall be issued
with 1 of the 4 designs referred to in subsection (a)(2) beginning
at the start of each calendar quarter of 2009.

    Hope it helps.

Guess the "regular" ones will be fine for me. But thanks for the information about the copper versions!

The actual quote from the Mint's website

Well of course they will be in the annual product offerings. How else would they get them out, ship them to people at random? The thing is it doesn't say WHICH product offerings. Mint sets? Proof sets? Both? Just the silver proof sets? And it leaves the door wide open for any new product offerings they choose to create and put them in. (I keep suggesting a set of all 32 mintmark, composition, and surface finish possibilities. Get all 32 cents for $20.) A bicentennial Lincoln set with the silver dollar and all four cents? In Unc or Proof. There is a multitude of possibilities.

In short after this press release we are left knowing NOTHING.

So, if I understand this correctly, the 'copper' cents will be in the annual Mint sets and I assume that means either uncirculated, proof, or silver proof sets. Now, my question then is: will the 'regular' zinc cents be included in the annual Mint sets also? Hmmm...many possibilities!!! I'm a Lincoln cent fan so I'm excited by this and very curious. Thanks.

Hard to understand it correctly since it really doesn't say anything other than they will offer them in some way.

This is great news about the Lincoln cents. I think it would be cool to re-issue some wheat cents just for the 2009 year, in some way .......
