I know nothing about these coins. Having said that, it looks like the coin is concave on both sides. Look at the obverse 3h and reverse 9h. That should not be possible on a genuine coin, assuming it was struck.
Looks like a perfectly real Lichchavi "Pasupati" coin. These are not rare and widely available on the market, so not much reason to make tourist copies of these.
