I haven't checked against Hartill, but I think this fits

 

Nice Huo Quan coins. I heard there are a number of varieties on this design, such as cake Huo Quan (thick coin), upper and lower dot on the coin, etc.

China, Xin Dynasty, AD 14-23. Value 1 wu zhu. Wang Mang's interregnum, Huo Quan. Obv. 2 characters. Rev. Rims and one dot. 22.5 mm, 2.53 g. Zeno 228587 (= 221541). Hartill 9.46.
