Strange toning

I can't tell if this is NT or AT. If it is AT, how could it have been done? For that matter, if it is NT, how could it have been done? This is a cameo proof, if that has any bearing on how it happened.

That's odd, I don't have an account of any kind with them.
Try www.coinpage.com and do a search for Eisenhower. The subject coin is about midway down the page.
