new to this, 1983 penny with errors

    Nothing special I'm sorry to say. That is nothing more than a common plating blister. It is a nice one, worth of saving.

    Welcome to the neighborhood @WILLOW. You probably already know, that late in 1982 the US mint began using zinc planchets plated in copper and since then, it has created many anomalies, which is what I see with your coin. I've gotten to the point that I seldom really "look" at the newer cents for that reason. Junk Zincoln's as come like to call them. Still worth one cent, but that's about it, IMO.
