Looks like a weird Die Break. Minor mint error. Interesting. But others may say it took a hit and raised the metal.
I’ll be in camp that it took a hit. It’s looks like a hit in the second picture due to the low area before the raised device. The third looks like a crack but it looks to uniform to me to be a crack. JMHO
The coin was struck by a foreign sharp edged object. The resulting impact caused the surface damage to the coin.
Agree...there is a similar "dent" to the northeast, above the 82...from the 3rd photo I see 3 different results/actions: a is very small soft "half crater" next to b the vertical slightly curved shape and c a flattened portion of the upper western curve of the 9....?
Do I see a bit of swelling about the end tip of the nine curl and some flow at the top of the nine...some sort of impact occurred....could be some small piece of debris...maybe not....agree with Ransom-- you need to have this coin in hand, pick it up and loupe it...
I lean toward a die crack. I don't see a small hit like that pictured, raising that much metal for that length.
To me it appears the area to the left is toned lighter, giving the appearance it was shaved from that direction, ending up pushed into the area in question. Definitely damage.
This is PMD. You can see the lower (recessed) area before the anomaly. It’s like a divot, speaking in golf terms. This coin took a strike from (?) and it displaced the metal into what you see. JMHO.
I think these photos clearly show the coin has been damaged. The metal has shifted from the left to the right as stated by @enamel7 and @Danomite
